13th of June 2010 in the ancient Saami village Lovozero, Murmansk Region the traditional ”Saami Games” were held in the 25th time. FRECOM has supported this Jubilee Celebration, promoting preservation and increase of Saami traditions, cultural convergence of the peoples of Russia.

FRECOM Ltd. has succeeded 2009 working year

In spite of the crisis, we’ve been working on fruitfully and it is safe to say that the year 2009 was good both for the company and its structural subdivisions.
Gaining of the annual national award in business community area by RBC group “Company of the year” in nomination “For contribution to state ecological safety” is the most notable. This year FRECOM’s Quality Management System was updated to new version of ISO 9001:2008 following the results of successfully conducted QMS compliance audit. Besides that, FRECOM participated in over 50 sectoral tenders. About 40 new contracts were concluded.
The Company has actively participated in specialized exhibitions, conferences, congresses, in particular 7th Russian Oil and Gas Congress, 4th annual meeting “Russia Offshore 2009”, 9th international conference and exhibition on oil and gas development in the Russian Arctic and continental shelf of CIS countries (RAO/CIS Offshore 2009). Murmansk International Economic Forum and 6th International Conference “Shelf Development in Russia and CIS” were held under the sponsorship of FRECOM Ltd. Reports of FRECOM’s specialists were contributed to all abovementioned events.
Since 2008 the Company continuously participates in the joint project of WWF Russia and Prioksko-Terrasny Reserve “Adopt a European Bison”, as well as Animal adoption program of the Moscow Zoo.
Work of the subdivisions:
The main activity directions of PROJECT APPROVALS AND EXPERTISE DEPARTMENT included analytic support of the State Environmental Expert Review and State Expert Review of design documentation; getting approvals of the fishery authorities for location of facilities, influencing aquatic biological resources; getting water use permits, offshore engineering survey and drilling permits; licenses for production and consumption waste management.
In particular, in 2009, under the follow-up support of FRECOM Ltd. there were got:
Positive decisions of the State Expert Review (Main State Expert Review Board) for the following projects: «Development of Shtokman GCF. Preparation of LNG construction site» (Client – Sevmorneftegaz, Ltd.); «Renovation of Orenburg gas-chemical complex treatment facilities» (Client –Global Petro Chemical Processes Inc., Canada)
Positive decisions of the State Environmental Expert Review, approved by Rostechnadzor, for the 7 projects. The clients were: Caspian Oil and Gas Company, Ltd. (Draft Production Sharing Agreement for  Khvalynskoye field hydrocarbon resources development between the Russian Federation and Caspian Oil and Gas Company, Ltd.); LUKOIL-Nizhnevolzhskneft, Ltd. (design of exploratory wells in the Caspian Sea at Rakushechnaya and Shirotnaya areas, Well group design for production wells at Yu. Korchagina field); Caspian Oil Company, Ltd. (Individual well design for exploratory-test well at Ukatnaya structure, Caspian Sea); JSC AMIGE (Offshore engineering survey program for positioning of Obsky floating drilling side and Amazon SEFDR for exploratory wells drilling at Antipayutinsky, Semakovsky, Tota-Yakhinsky fields); Shtokman Development AG (Integrated engineering survey program for development of TEO (Project) for Prot Transport and Technological Complex (PTTC) in Teriberka area (Orlovka, Zavalishina, Korabel’naya and Opasova Bays).
Rosprirodnadzor work permits for 5 projects for the following clients: JSC AMIGE (permits for offshore engineering survey in the Barents Sea, Pechora Sea and Kara Sea); LUKOIL-Nizhnevolzhskneft, Ltd. (drilling permit for exploratory-test wells at Rakushechnaya area).
Water use permits were got for 2 projects of LUKOIL-Nizhnevolzhskneft, Ltd. for exploratory-test well drilling at Rakushechnaya and Shirotnaya areas, and federal waste management licenses for collection, re-use, neutralization, transportation and disposal of hazardous waste for the following companies: GAZPROM’s Drilling Company, Ltd., CJSC Siberian Service Company, JSC Verkhnechonskneftegaz.
Environmental Impact Assessment and development of environmental protection measures for both offshore and onshore projects, as well as designing of Sanitary Protection Zones (SPZ), land reclamation projects, etc. were developed by the specialists of ENVIRONMENTAL ASSESSMENT OF THE PROJECTS DEPARTMENT.
List of environmental protection measures, including environmental impact assessment Section was developed for the following construction projects:
·  exploratory-test and production wells at LUKOIL-Nizhnevolzhskneft, Ltd. license areas in the Caspian Sea (## 5, 7 Rakushechnaya, #5 Shirotnaya, # ÂĎ-2,11,12,13,14,G-1 at Yu. Korchagina field);
·  exploratory-test well # 1 Ukatnaya at Caspian Oil Company, Ltd license area;
·  exploratory-test well # 1 Petrovskaya at Lagansky license area of PetroResurs, Ltd., Caspian Sea;
·  exploratory wells at the Mogdinsky and East-Sugdinsky subsoil sections of Rosneft-Kazakhstan, Ltd. (Irkutsk Oblast).
Environmental impact assessment was also conducted for integrated engineering survey programs:
·  at the Barents Sea nearshore/littoral area (Orlovka, Zavalishina, Korabel’naya and Opasova Bays);
·  at the Eastern Yamal shelf (Kara Sea);
·  at the Ob-Tazovsky Bay (Kara Sea).
All projects were accepted by general public, supervising and expert organizations.
Environmental Impact Assessment in compliance with international requirements was conducted for two projects:
·  Environmental Impact Assessment of construction and operation of Associated Petroleum Gas Processing Plant at Prirazlomnoye oil field (in compliance with IFC procedures);
·  Environmental Impact Assessment of construction and operation of processing and utilization complex for associated petroleum gas produced by Shapsha and Salym oil field groups (in compliance with IFC procedures)
Given works received a high appraisal of the Client (Monolit, Ltd.) and international experts of EBRD.
Besides that, Department have developed specific environmental and fishery requirements for field seismic survey at the delta of Volga River (Client - JSC Orenburgneft), assessment of fishery damage due to facilities construction and operation of offshore ice-resistant fixed platform at Prirazlomnoye oil field (Client – Gazprom Neft Shelf, Ltd.). Soil reclamation project was developed for the project: Spreading of oil pipeline system East Siberia - Pacific Ocean. Taishet pipe-end oil-pumping station –Skovorodino oil pump station Section up to 45 mln. ton/year by request of JSC Giprovostokneft, designs of sanitary protection zone for “Rosneft-Archangelsknefteproduct” Ltd. objects were developed.
DEPARTMENT OF ENVIRONMENTAL-ENGINEERING SURVEY AND ENVIRONMENTAL BASELINE ASSESSMENT last year has completed the main cycle of environmental-engineering survey for Shtokman GCF Integrated Development Project. As part of it onshore environmental-engineering and archeological survey for LNG Plant construction sites in Teriberka Bay and their impact zone were conducted.  
Environmental Engineering Survey for Tikhoretsk-Tuapse Oil Main was conducted in Krasnodarsky Krai, new area for the Department, by request of JSC Giprotruboprovod and JSC Chernomortransneft. Baseline environmental assessment of Central-Khoreiversky Upland license areas of JSC Zarubezhneft (Nenetsky AO) was conducted by request of JSC Giprovostokneft, monitoring program for these areas was developed. Environmental support of development of JSC Rosneft Oil Company’s license areas in Irkutsk Oblast (operated by Rosneft-Kazakhstan, Ltd. and Vostok-Energy Ltd.) was continued.
Environmental management system for JSC Gazprom and its subsidiaries was developed by MANAGEMENT SYSTEMS DEVELOPMENT AND INTERNAL AUDIT DEPARTMENT in 2009. Four training seminars on QMS were conducted for different clients.
PUBLIC RELATIONS AND MARKETING DEPARTMENT during 2009 has successfully conducted public discussions on 13 projects. Almost all of them were held in the form of public hearings. Public hearings were considered successful. Implementation of the planned activities was approved by the local population, authorized executive bodies of RF entities and respective local self-government bodies. When organizing public discussions, FRECOM adhered to the principles of openness and willingness to constructive stakeholder dialogue.
Public discussions were held in the different Russian regions: Yamal, Nadym and Tazovsky Districts of Yamal-Nenets Autonomous Area, Nefteyugansk District of Khany-Manskiisk AO, Republic of Kalmykia, districts of Irkutsk, Murmansk, Astrakhan’ Oblasts, etc.
A number of audits (phase 1 and Phase 2) were conducted by INTERNATIONAL PROJECTS AND ENVIRONMENTAL AUDITS DEPARTMENT. The most relevant are: environmental due-diligence audit (EDD) of Sayano-Shushenskaya HPP (after the accident in August 2009); four fuel stations and fuel storage in Moscow oblast; two large car plants; Technical logistics complex Tomilino in Moscow oblast; Lafarge Cement construction site in Rostov Oblast. Besides that, Development of ground water monitoring network at Khabarovsk Oil Refinery site was completed and draft environmental management procedures were developed by request of Technicas Reunidas company for realization of Hydroprocessing Project at this site.
